I've been saying for a long time: the C-Suite needs to feel pain from layoffs when a profitable company lets people go just to improve share price. Many possibilities: Fund laid-off healthcare for 5 yrs/require C-suite to depart/Reduce CEO comp 10% for every 100/etc - Something to make it less easy
