He's been doing that before the shutdown? He's continuing to do it now even though the shutdown is about to end. The biggest cuts that voght threatened as a result of the shutdown were all taken back by the various cabinet heads

There also was financial and resource support. There are a couple of banks that offer zero interest loans to federal workers, there's food, banks, etc.

Strike pay is traditionally extremely low, so I wouldn't say that it's more stingy

A 3rd party wouldn't allow an org to l discipline its electeds. But it would be a way for those running for office to demonstrate that theyre binding themselves into an oppositional relationship to Democratic party leadership.

It's probably not worth it, but that would be the smart argument
