Racial diversity has increased: White/Caucasian make up 39%, Hispanics are 17% (fastest-growing group), people of two or more races are 11%, Asians are 10%, (third fastest-growing group).

Hope said the actionable items don't require funding, but there may be funding requests in next budget cycle.

The proportion of residents aged 65 and older has increased by more than 50%, while the number of children has slightly decreased.

The number of veterans decreased by 50% between 1990 and 2024.

The number of people living in poverty has increased by 37% since 1990.

Also on Sept. 11, city staff presented the Mountlake Terrace’s DEI Strategic Plan, led by Deputy City Manager Carolyn Hope.

The city’s population has grown by 20% since 2010.
Foreign-born population has risen by 61% since 1990.

The assessment states that it would cost $2.4M to repair the Recreation Pavilion, $1.2M for the library and $1.4M for the police station, if such repairs were made in the next 5 years. Total cost of all 6 buildings assessed is about $7M.

On Sept. 18, MLT City Manager Jeff Niten shared w/ City Council the rising costs of public safety services, which makes up 42.7% of city’s 2025 general fund of $21.18M, which excludes capital, utility, street operation & recreation funds.

Logging in 19th & early 20th centuries cleared out native forests near Lake Ballinger. The city has been restoring native trees & plants since 1990s.

“By preserving these trees, you might be leaving a 1,000-year legacy on the city…and that’s not always something someone could say,” Hutchins said.

Regarding tree species diversity and age, MLT Environmental Programs Manager Patrick Hutchins said there are 6 notable native tree species in Mountlake Terrace. These include the shorter-lived black cottonwoods (average 200 years), Douglas firs & Western red cedars that could live to 1,000 years.

Incumbent MLT Councilmember Rick Ryan is 3 votes ahead of challenger Sam Doyle in the Nov. 7.

Doyle has been slowly catching up, who was about 250 votes behind Ryan on Nov. 5.

Major findings include:

* 32% of the city is covered by tree canopy
* 70% of the trees are in “good” condition
* 3% are “excellent”; 19% are “fair”
* 70% are young w/ a trunk diameter of 12 in. or smaller
* 7% of the trees are “old growth” w/ diameter of 30+ in.
