The plan was cost neutral. It would have improved weeknight and weekend service, not necessarily saved money

Active transportation should be seen as complimentary modes. You should be able to use a bike to fill the gaps of transit. It's important to reference both 2020-2022 and 2019 to show the ongoing impact COVID had on transportation because we have yet to recover and instead patterns are changing.
