This is not about resurrecting the old PFI model, but building a new model fit for the future learning the lessons from our own experiences and abroad.

While there are justified criticisms of PFI, the report shows that we can learn the lessons and reap the benefits.

• Do they provide an accurate account of organisational performance?
• Do they measure issues that matter most to the public?
• Is it clear what they do and do not show?
• Has the risk of perverse incentives been mitigated?

3/5 League tables can encourage healthy competition, increase local accountability and sharpen the focus of trust leaders on national priorities.

But if not carefully designed and implemented, they risk causing confusion and unintended harm.
