1. Streets are a liability, not an asset.

Two years ago I interviewed a 31-year-old NY state assemblymember about a 7-year-old girl killed by an SUV driver in his district. I hung up the phone, astonished that I'd talked to a legislator who so thoughtfully articulated what actually needs to change on our streets.

A typical European car is parked 92% of the time. It spends 1/5th of its driving time looking for parking. Its 5 seats only move 1.5 people. 86% of its fuel never reaches the wheels, and most of the energy that does, moves the car, not the people.

The City of Guelph is proposing to introduce 24/7 paid parking in city lots as part of its tax-supported service reductions for the upcoming budget. Maybe it's driven by necessity, but it has the side benefit of being evidence-based and far more progressive than all residents subsidizing parking.
