*Technically* it originated in revolutionary France, with the paintings of Jacques-Louis David (first image).
But yeah, there's no evidence that the Romans ever actually used it as a salute. The closest thing we know of is the traditional "orator's pose" in statues, which... is not the same thing.

I got to see one of these at a traveling exhibit in the Worcester Art Museum while I was in MA. They remain some of my favorite pieces of historical artwork. They have a captivating, raw sort of humanity about them.
