Yes, when properly fitted, N95 masks offer reasonably effective protection against COVID-19 (and influenza, RSV, and most other respiratory viruses). They also work for wildfire smoke and airborne allergens.

I can't say with absolute certainty, but, so far as I can tell, they're genuine.
My guess is they're deadstock that's been taking up space in a warehouse (clearing out such things is sort of Woot's niche in the org).

Woot is owned by Amazon, the return address is Woot.com, they shipped from a city I've had previous Woot orders ship from, all the packaging is consistent with stuff straight from 3M, and the lot number isn't on 3M's list.

They could achieve the same cooling capacity by increasing the size/number of their heat exchangers (what we did on the DC I helped design). They don't because it's a large up-front capex and increases electricity use.
