Seems to be a severe misunderstanding by the helo pilot as he should be aware the second flight he was looking out for had moved, and in addition was advised to look out for a flight inbound to R33, which they clearly did not get a visual on.

At the time they were told to look for the flight, AA 5342 was over the same bridge that 3130 was at the second time of asking. They most likely were taking the instruction to pass behind the flight and were planning to follow the Potomac along the east until they passed flight 3130.
