Additionally, per the helicopter chart for the area, they should not have been below 200 feet until they at least cleared the Wilson bridge, which crosses the river along "Route 3" at the bottom of my earlier screenshot.

Based on the ATC recordings and flight data, I have to assume that the pilot's of the helicopter were reporting that they had eyes on AA 3130 that was inbound for runway 1 as it would have been straight ahead of their line of site.
