Congress has put in place what is called a “class exemption” which allows agencies to make purchases if they are deemed urgent and mission critical. In all the justification fields I have seen, that’s how ICE is procuring services and technology.

Not likely. ICE has been ramping up hiring all summer/fall using the $35B recruiting budget from the OBBBA.

Graduates from FLETC have been arriving in Baltimore quietly since.

Likely they may shuffle resources from other field offices to Baltimore rather than withdraw from Chicago or Memphis.
