His denial of it and alteration of the collar before showing it on stream via electrical tape only confirms it. He knows he is in hot water, the fact he's also laser focusing on the alt-right people talking about this proves it as well, since many people that are not right wing are talking too.

It is my opinion from what I've seen (and yes, I've looked into this quite a bit because it's pissed me off so much) this is selfish behaviour, he's doing this so his dog is in frame which equals higher viewership. While this is not the same as hitting a dog or denying food, it is still abusive.
