Yep. Besides the dark fiber at Global Crossing et al, you had Lucent selling equipment to CLECs/ISPs and recognizing revenue by simply shipping said equipment to one of their warehouses.

Today, rich predators usually go to poor Asian nations to find families so desperate for a crust of bread that they'll offer their children for use.
