The thing is, with a hard cap, everyone knows what teams can and cannot do. He is not getting traded to a team that has three dollars no matter how badly he wants to go there.

Maybe his client gets traded to a team the player doesn’t really care for but offered more in a trade. If agent drove up the price and eliminated the teams the player wanted due to price, that’s not going to go well for the agent’s relationship with his client.

Yeah but the agent is probably only hurting himself in the long run if he makes a trade more difficult. There is no benefit whatsoever when a player is already on a long term contract.
