Being in IT (and in North America) you may be overestimating the number of users this impacts. Also, they're not blocked, they're landing in a Spam folder. There are additional tools that outright block legit threats and we never see them. These are just marked as "caution, could be sketchy".

Bit of free advice from someone working in HR - in a lot of large organizations proton mail addresses (and iCloud addresses) are automatically filtered into Spam. Because these domains are very commonly used by scammers. Don't use them when you're applying for a job or conducting business.
