The rest would be used to provide an additional uplift for those in persistent disadvantage. Persistently disadvantaged pupils are nearly two years behind at the end of secondary school. The current funding system does not adequately target support to these pupils.

Part of that expenditure should be used to reverse the real terms cuts that we have seen in the value of the pupil premium over the last decade.
