Country: Afghanistan Source: Turkish Red Crescent Society Please refer to the attached files. Due to the escalation of political tensions in late June 2021, Afghanistan experienced widespread internal unrest and intensified armed clashes. These developments ultimately led to a change in the country’s administration in August 2021. In the aftermath of the transition, Afghanistan—already struggling with severe drought and an acute economic crisis—plunged into an even deeper state of economic deterioration. Access to essential food and hygiene items became increasingly limited, while the collapse of the health system, compounded by the disruption of medical supply chains, resulted in significant challenges in providing adequate treatment to patients. According to reports from international humanitarian organizations, 18.4 million people— nearly half of Afghanistan’s estimated 40-million population—are currently in need of humanitarian assistance. Additionally, approximately 6 million individuals have been internally displaced as a result of ongoing conflict, economic hardship, and severe drought. The Turkish Red Crescent Afghanistan Delegation commenced its humanitarian operations in 2018, following the signing of a cooperation protocol with the Afghan Red Crescent Society. To support efforts aimed at alleviating human suffering, the Turkish Red Crescent established its Delegation Office in Kabul the same year and continues its activities with a team comprising 2 expatriate and 7 local staff members. Between 1995 and October 2025, the Turkish Red Crescent’s humanitarian interventions in Afghanistan amounted to a total value of 22,694,421 USD, reaching approximately 3.4 million people in need. Pursuant to a Presidential Decree of the Republic of Türkiye, a nationwide humanitarian aid campaign was launched to support civilians affected by hunger, harsh winter conditions, irregular migration, and recent earthquakes. The campaign is coordinated by the Disaster and Emergency Management Authority (AFAD), which oversees the evaluation of donations collected through municipalities, governorates, and other public institutions. Within this framework, the “Railway Shipment to Afghanistan” initiative was implemented under the coordination of AFAD and the Turkish State Railways (TCDD). Since the inaugural dispatch on 27 January 2022, a total of eleven shipments has been successfully delivered. Most recently, on 27 November 2025, the 12th batch— corresponding to the 24th overall shipment—departed from Ankara Train Station, transporting 68.9 tons of humanitarian relief materials loaded by the Turkish Red Crescent. RAILWAY SHIPMENTS (OVERVIEW) 1st Consignment – 27 January 2022: 144 tons of humanitarian relief materials (116,239 clothing items, 2,350 food parcels, 100 adult + 100 child wheelchairs, 1,000 blankets, 640 beds, 500 hygiene kits, 12,960 bottles of cooking oil, 540 sacks of 50 kg flour) were dispatched and reached 145,350 beneficiaries. 2nd Consignment – 11 February 2022: 112 tons of humanitarian relief materials (3,696 bottles of cooking oil and 2,000 sacks of 50 kg flour) were dispatched and reached 39,872 beneficiaries. 3rd Consignment – 25 February 2022: 254 tons of humanitarian relief materials (8,524 food parcels, 4,000 sacks of 25 kg flour, and 700 various shelter and NFI materials) were dispatched and reached 92,568 beneficiaries. 4th Consignment – 30 March 2022: 335 tons of humanitarian relief materials (318 boxes of surgical masks, 28 boxes of clothing, 1,100 packs of baby diapers, 756 laundry detergents, 384 boxes of adult diapers, 40 boxes of sanitary pads, 112 boxes of liquid soap, 4,300 sacks of flour, 12,500 food parcels, 1,056 bottles of sunflower oil) were dispatched and reached 11,200 beneficiaries. 5th Consignment – 27 June 2022: 41 tons of humanitarian relief materials (baby diapers, surgical masks, dish detergent, liquid soap, laundry detergent, bleach, flour, 1-litre cooking oil, rice, pasta, wheelchairs, tents, blankets) were dispatched and reached 22,750 beneficiaries. 6th Consignment – 29 August 2022: 64 tons of humanitarian relief materials (518,420 baby clothing items, 1,424 mosquito nets, 219 lice shampoos, 495 units of 18-litre cooking oil, 47,638 adult clothing items) were dispatched and reached 43,750 beneficiaries. 7th Consignment – 23 December 2022: 17 tons of humanitarian relief materials (1,183 carpets, 1,426 prayer rugs, 3,151 kilims) were dispatched and reached 8,281 beneficiaries. 8th Consignment – 7 November 2023: 57 tons of humanitarian relief materials (500 tents of 16.5 m², 5,000 blankets, 1,000 kitchen sets) were dispatched and reached 10,500 beneficiaries. 9th Consignment – 21 May 2024: 11.8 tons of humanitarian relief materials (7,920 blankets and 200 wheelchairs) were dispatched and reached 8,120 beneficiaries. 10th Consignment – 20 December 2024: 99.75 tons of humanitarian relief materials (30,480 blankets, 245 tarpaulins, 5,000 kitchen sets, 6 tons of flour) were dispatched and reached 35,000 beneficiaries. 11th Consignment – 9 September 2025: 65.6 tons of humanitarian relief materials (2,496 units of sunflower oil, 1,760 units of sugar, 720 pasta, 1,974 flour, 1,800 lentils, 1,960 rice, 1,044 four-pack soaps, 58 women’s slippers, 500 cooking pot sets, 524 boxes of sanitary pads, 444 boxes of adult diapers, 1,363 boxes of baby diapers) were dispatched and reached 88,167 beneficiaries. 12th Consignment – 27 November 2025: 68.9 tons of humanitarian relief materials (2,294 pairs of shoes, 788 beds, 2,000 sacks of 25 kg flour) were dispatched. These materials are expected to reach more than 14,000 beneficiaries.
