This is great data, but IMO & IME all it shows is that once you give ppl money, they almost always turn it into papers.
On the subject of data, here is from an analysis that I did when I was at NIGMS.

This showed that there were some quite productive grants with percentile scores at or worse than the 30th percentile.

This is absolutely correct IMO/IME & majority (maybe vast?) of rich ppl want to live in a decent society where everyone gets to live w dignity & comfort.
It's almost like when you tax the rich in a place you get to make that place a better place and even the rich just looking out the windows of their limos at most of that place in passing prefer to think "oh, that looks nice" rather than "I must prepare my bunker for the impending apocalypse"
