So what is Newsom gonna do? He has to know that LAPD/LASD have been hostile to the concept of democracy for decades and were never going to follow that law. He doesn't have the stones to purge them, so what's he gonna do?

We can't all go, but if you can, you should. We need comrades who can be safe abroad if things continue to worsen, who can provide support to those who could not leave.
