I'm hoping space travel becomes routine enough that no one uses the term anymore. Similar to aviators or aeronauts, we use these terms because there are so few people doing it. I propose we just stop using the term "astronaut" entirely.

It can be done if you stop assuming that it all has to be done by NASA or through a program of record.

3) All in-space derived revenue is excluded from taxable income until the in-space derived industry-wide contribution to national GDP as measured by the Bureau of Economic Analysis reaches 5%. Perhaps wind this down gradually between 5% and 10% of GDP rather than a pure cliff.

2) As part of growth oriented tax policy, increase QSBS (IRC § 1202) limits to $1B in value and $2B in exempted gain. This encourages a ZIRP-era level of private investment without the inflationary side effects of ZIRP.

a) 1000 American citizens living and working in LEO, the Moon, and Mars by 2035 and 10,000 by 2045;
b) in-space derived economic activity contributing 3% to national GDP by 2035 and 10% by 2045
c) the first House/Senate members representing in-space American citizens by 2050.

9) Task DoT with modifying existing rules sufficient to encourage in-land vertical spaceports. Give all spaceports category exemptions from NEPA.

8) Elevate the Office of Commercial Space Transportation (DoT) to a full modal agency reporting to the Secretary of Transportation.

6) Gateway is moved to L1 as a crewed logistics and transportation facility and Node 2 of the Strategic Space Commodities Reserve. ISS/CLD are Node 1. I can be convinced to keep it in NRHO if it has utility beyond direct to Lunar surface transport.

5) Orion (including the service module) are launched to LEO where they are pulled into the payload bay of a fully fueled Starship/New Glenn and sent to the Moon and back. Rinse and repeat.
