Years ago I bought Bottle Shock from a local video store (RIP). They super duper wanted you to rent from them, but the movie cases were designed so that each customer needed to receive occupational therapy sessions before opening.

A great book that, although old, is still very instructive.

The federal government looked at this again in the early 2000s (NLTS 2), during the No Child Left Behind and 2004 IDEA. There were improvements, but some more than others. 12.5% of students with "emotionally disturbed" went to community colleges, and 4% of those students went to university.

The first NLTS report was published in 1989. For 1985-1986 exiters, few students in special education went to post-secondary schools of any sort. Students with a primary disability labeled "emotionally disturbed" had 4% going to a community college, and only 1.3% going to university.
