I think the "goal" of global scale social networks is wrong. I use Signal almost exclusively as a social network these days. That could run decentralized (if you're ok with non-repudiability)... trade-offs

NGI/EU has overall too many rules, and the target of funding are projects (or worse: rigidly predetermined milestones). In my opinion, if it were set up to fund *teams*, it would have accomplished a lot more with tax payer money.
