I travel around 20,000 miles per year, with many long journeys of around 500 miles or so, once better infrastructure is in place I could reconsider.

It won’t be 13,000 more at all, the majority will be PCSO’s with a sprinkling of Specials. Taking into account how many are leaving/retiring the total serving warranted Cops will increase very little, if at all.
