There's a lot going on with the Borg that makes them representative of more than one thing, just like every other alien in Star Trek. However they manage resources or organize their society, the operative problem and heart of any Borg story is always Forced Assimilation and its consequences.

A lot like how Star Wars fans get stuck on Darth Vader. It's a whole thing.
