Oh, I'm not so sure about that!
There were many regional varieties that could mess with your mind, soul and body.
There was something from Kashmir that turned you inside out and upside down .

As a small girl, I scoured the library for spell books, convinced that they'd be there.

The only way I can think of is to somehow incentivise kindness.
Until people see that kindness has a good effect.
As to how this could be achieved practically, maybe some kind of citizenship scheme that lowers college fees or grocery shopping.
Big cultural shifts aren't easy.
