That may be true if you consider that Trump is not nearly bright enough to construct this on his own. He is a puppet being operated by Thiel and the Heritage foundation so he may not know about it. He’s just doing and saying what he’s told.

I don’t think the plan involves anything relating to an even distribution. That would imply that the plan had something to do with fairness. None of this has anything to do with fairness.
