But U24 still assumes a higher 2025 budget, reporting only a 7% increase. Even if one number accounted for inflation but the other did not, that still wouldn't account for the difference reported. It would be helpful if Jamestown showed their math.

Hmmm... The numbers in the U24 article claims they are spending $1.77b, if Jamestown in right that $458m is a 54% increase, that amounts to ~$1.31b, their sources trace back to an ISW report (understandingwar.org/research/rus...) a rise in TV spending to $1.28b which tracks with the U24 TV numbers.
