I enjoyed the ride home. I like cycling through cities. It was downhill and the smells and sounds provide a wonderful backdrop. Sunday night, there were queues everywhere. I didn't mind the riot police. The famous photo is not a one-off.

I’m hoping I can reach out to you to pause the ticketing of residents on Moss Vale Crescent in the Lostock area of Stretford that has restarted this weekend. The parking in question has been long established custom and practice for residents of Moss Vale Crescent flats. The flats have no dedicated parking. In fact since they precede the M60 construction, the road they’re on was lightly used  and separate from Moss Vale Road when constructed. There is a layby opposite the flats but it is by no means sufficient. There are actually no parking restrictions to using Moss Vale Crescent itself and that is what the residents have largely been doing since the first issue of tickets on the last weekend of September. It has caused huge traffic problems particularly at morning rush-hour. These days Moss Vale Crescent is an important link between Urmston and Trafford Park/M60 and there are a lot of schools including a specialist school whose pupils are particularly sensitive to traffic disruption on route. So, it has created a huge amount of anger focused on the residents who’ve been displaced; and no little disgruntlement from the residents themselves. The attached screenshot below is from Google Maps and I’ve indicated with a red dot those vehicles that would fall foul of the officer who issued the tickets. I would have liked to have talked to the police team early on in this process, but the officer did not identify themselves on their tickets with their ID no. That caused me a lot of running around, however we did get to you eventually. I think you rightly responded that those that received tickets “have parked on a public footpath blocking any access for members of the public to use the footpath.  May I also advise, footpaths must have enough room for any members of the public to use especially with a wheelchair or who have a baby/child in a pram and not to be forced to go into the road.” For most instances of pavement parking, I would struggle to argue with the points you’ve made. The problem is that the area we’re talking about, whilst nominally a footpath, is never going to be used as such and this is borne out by how it’s been used since the vehicles vacated the stretch. People use the wide cycle-way that runs alongside, not just out of habit, but because it offers a better surface without kerbs and clutter on a better desire line than the nominal footpath and I think the screenshot shows this up well. They do not cause problems for cyclists (I speak from regular experience) and as you can see, there is no danger of being forced into the road. I appreciate that pavement parking is a highly contentious issue and we’re still waiting for the Government to respond to the consultation they conducted two years ago. Louise Haigh the new Secretary of State for Transport promised only this week that they will come back to Parliament with some options going forward. It may be that we find our options are more limited and we have no choice in the matter when those proposals are enacted but given where we are now, I think it is entirely appropriate to ask for a pause at this moment. I have copied in lead members and relevant corporate directors at Trafford Council. They are entirely at liberty to contradict me but from all the conversations I have had, this particular stretch of tarmac has not been a cause of contention or complaint from any quarter known to us and it’s come rather out of the blue.
