In our recent paper looking at perceptions of care received by people with disabilities (PwD), we found that:

-A higher proportion of PwD felt that they were not treated with respect by their healthcare professionals, not asked for opinions about their care, nor given easy to understand information

6)Other states have been considering repeal, there’s a federal Final Rule to eliminate Section 14c nationally as well as a bipartisan bill in Congress to repeal it - all of which are being fiercely debated.

We hope this paper provides early evidence to inform policy.

-Among the two states, New Hampshire saw increases in employment after repeal, but not in Maryland - but obvious negative impacts on employment could be ruled out

2) Short answer is No (at a population level)

Section 14c of Fair Labor Standards Act 1938 allows some employers to disabled people below fed min wage for “substandard workers” “not up to normal production”
Work typically is in “sheltered workshops” involving manual tasks.
