He is never going to do this. He sends emails to his base constantly, dangling this shit. They are always thinking they are just a few weeks away from a chunk of change that never comes. This is not different. The only bonus are to ICE and even that had stipulations.

Trump is devious and cunning. It's what Trump calls being "smart". It's not the same as intelligence. He has a slightly below average IQ but what really stunts his personality and makes him a sociopath monster, is that he has almost zero emotional intelligence. He cannot empathise at all.
I think we already knew that the real reason Trump threatened his high school and colleges if they released his SAT scores (per Michael Owen), whilst claiming to be a genius but now we have it
