You would need to threaten a ban if X did not meet certain conditions. An immediate ban would only make the free speech hens quack like never before and would have the opposite effect.
Five months ago, I recorded a 10-minute explanation, as a former regulator, of why the UK would be not only perfectly within its rights to ban twitter, but probably ought to.
Maybe now people will listen.

To start, what makes the F-35 or the B-21 expensive is the software and the electronics, not the pilot per se (of course, having the pilot makes it more expensive, but the primary source of cost overrun and time delays was the software).
