Previous report said the UK "remains committed to playing a full role", whereas the new report says "is committed"

Probably not necessary to read *too* much into it, but "is committed" appears somewhat more unequivocal

(2) Last year's report (below) reiterated the UK's commitment to IHRL generally, but nothing explicitly on the ECHR.

This year's report specifically emphasises importance of and commitment to the ECHR & HRA: "The Government is
unequivocally committed to the ECHR"
