How is $130M supposed to do a damn thing? It's going to average out to about $100 per paycheck that's supposed to be issued.
Not only is this a massive national security issue AND a nasty bribery, it's also SO insulting that anyone thinks the US Armed Forces can be bought for 100 bucks *once*.
