And what’s the timeline for this to work its way up to a final decision by the SC? IE to puncturing the balloon. I suspect many countries are standing pat to see what happens then.

Also it neglects stratospheric solar geoengineering; research continues apace. I won’t speak for Suzuki, but there are many who declare “disaster! All is lost!” but get enraged at the idea that this would be 1) feasible 2) cheap 3) is likely to happen and 4) likely to be better than not doing it.
