He knows he'll never win the vote of anyone who thinks critically so he doesn't waste time on them and focuses on winning the votes of uninformed people who are easily led via gut emotional reactions to lies.

LOTR books are really about spending time in Middle Earth. It's not about pacing or telling a story or creating page-turning tension. It's just a meander through the Shire, meeting interesting people, talking about random stuff and just sitting back and and enjoying the scenery.
