The problem is, a bunchbof these companies just got caught lying about their accounts and had basically no consequences for it. They also lie about the technology itself, a lot. Alsonthe data centres are mostly not in the UK, so enforcing any kind of monitoring or taxation from HMRC won't work.

Yeah, I can see that. I disagree with your premise that it will be enforceable but not perfectly. I maintain that it would not be enforceable at all. Perfect or not perfect is meaningless in the context of entirely non existent or ineffectual.

Unenforceable, sadly. And I'm pretty sure ensuring it would be was one of the motivations behind shoehorning it into the fundamental runtime of as many commonly used things as possible as quickly as possible.
