In most of these games the meter management is optional, you can get through KH2 by just bashing and never using MP or Drive meter, you can theoretically get through DMC games never touching the Devil Trigger meter, and so on, but they're still meter management.

No, that's also part of the narrative. They're only in the Underworks, AKA the poor district where working class bugs were exploited and squeezed for all their worth. Meanwhile bugs in the higher levels lived lives of comfort and excess, of course they didn't have to pay for a bench.
