oh good idea. Photoshop has a specific 'noise' filter that does a pretty good job of adding a variable amount (and size I think) of colored dots to an image.

On purpose? Maybe move the original paper copy around a bit while scanning it, so it's a bunch of blurry words...then OCR that and see what results?
I've never tried to create a bad OCR from a good copy ;)
