You could replace the word 'JIRA' with almost any enterprise software and this would be true. e.g. Workday, Concur, SAP, etc.

My understanding is that they aren’t. But maybe I misunderstood my USAian colleagues.

In Ireland they are subject to income tax, PRSI (Pay Related Social Insurance), capital gains and deemed disposal (if you hold them for more than eight? years).

Let’s also not forget the tax structures are completely different, so those magical RSUs.
They are basically taxed as normal income like your salary.
