If we're actually doing a reform, I'd say a rule that any law can only be repealed by the same or greater number of votes that passed it would achieve the ends of stability, while actually still allowing things to pass and be voted on.

It's what leads to these huge pork barrel reconciliation bills like we see now.
It's the only real way to pass anything without having to meet an unreasonably high bar! You've gotta shove whatever you can in, as it's fillibuster-proof for whatever arbitrary reason.

Why would anyone think it is reasonable to set the minimum threshold to pass literally any bill 6 votes short of the threshold for impeachment? Impeachment is supposed to be a difficult thing, so it isn't done lightly.

Removing the filibuster sounds extreme, and proponents of keeping it argue it offers "stability," but in reality, it just affords bias to the status quo by setting an unreasonably high bar to do anything. Is there an actual reason it's 60 votes and not 55 or 70? It's already arbitrary!
