When a redesign happens, consultants & contractors charge less than competitive rates at that point. People often think redesign is free, but it's not.

The other end of things is the scope creep that always seems to happen with government projects, from my experience. Things are always being added, new guidelines are implemented during design, often leading to redesign.

Part of the problem is the timeline between when the preliminary budget & scope is conceived to when it hits the street for tender. Typically the gap can be years, but the budget is seldom updated. The cost of materials is a moving target.
