Sec. 3. Duty Rates for International Postal Shipments. (a) Transportation carriers delivering shipments to the United States through the international postal network, or other parties if qualified in lieu of such transportation carriers, must collect and remit duties to CBP using the methodology described in either subsection (b) or (c) of this section. Each transportation carrier shall apply the same methodology across all covered shipments during any given period but may change its methodology no more than once per calendar month, or on another schedule determined to be appropriate by CBP, upon providing at least 24 hours’ notice to CBP. (b) A duty equal to the effective IEEPA tariff rate applicable to the country of origin of the product shall be assessed on the value of each dutiable postal item (package) containing goods entered for consumption. (c) A specific duty shall be assessed on each package containing goods entered for consumption, based on the effective IEEPA tariff rate applicable to the country of origin of the product as follows: (i) Countries with an effective IEEPA tariff rate of less than 16 percent: $80 per item; (ii) Countries with an effective IEEPA tariff rate between 16 and 25 percent (inclusive): $160 per item; and (iii) Countries with an effective IEEPA rate above 25 percent: $200 per item. (d) For all international postal shipments subject to the methodologies described in subsections (b) and (c) of this section, the country of origin of the article must be declared to CBP. (e) The specific duty methodology provided for in subsection (c) of this section shall be available for transportation carriers to select for a period of 6 months from the effective date of this order. After such time all shipments to the United States through the international postal network must comply with the ad valorem duty methodology in subsection (b) of this section.

Back to the CBP website to check, which points us to a presidential memo and to "Annex II", which I understand to be Annex II to Executive Order 14257, here: www.whitehouse.gov/wp-content/u... - so that's the same list of exempt HS codes as in the HTS.
The products that were added to the exception list under the April 11, 2025, Presidential Memorandum, Clarification of Exceptions Under Executive Order 14257 of April 2, 2025, as Amended are additions to Annex II. All listed HTS numbers in Annex II fall under the exception 9903.01.32. Please see Chapter 99 of the Harmonized Tariff Schedule of the United States for the full description.

There are also other exemptions which currently apply to books. HTS 9903.01.32 sends you back up to look at the notes for this chapter, which list a bunch of chapter codes as exempt from additional duties, including our friend 4901 where books live. We've imported books under this code previously.
9903.01.32 Articles the product of any country, classified in the subheadings enumerated in subdivision (v)(iii) of U.S. note 2 to this subchapter......................................................................... Goods properly classified under the following headings and subheadings of the HTSUS may qualify for the exception under 9903.01.22, 9903.01.12, 9903.01.03, and 9903.01.31: Chapter 49; goods provided for in headings 3704, 3705, 3706, 5807, 8310, and 9701 through 9705, inclusive; goods provided for in subheadings 6307.90.30, 6307.90.85, 8523.80.10, 8523.29, 8523.41, 8523.49, 9405.61, and 9405.69.

And there, under 9903, we can find temporary codes for things that are defined as informational materials. There are specific codes for products that originate in Mexico, Canada, China/Hong Kong; it's 9903.01.31 for everything else.

This is relevant because Trump's trying to use emergency powers to make these changes - he's declaring several national emergencies, under IEEPA - and so his power is bound by this section of the code. Here's what it says. (Janky screenshot, sorry, the US code website is down right now lol)
(b) The authority granted to the President by this section does not include the authority to regulate or prohibit, directly or indirectly-(1) any postal, telegraphic, telephonic, or other personal communication, which does not involve a transfer of anything of value; (2) donations, by persons subject to the jurisdiction of the United States, of articles, such as food, clothing, and medicine, intended to be used to relieve human suffering, except to the extent that the President determines that such donations (A) would seriously impair his ability to deal with any national emergency declared under section 1701 of this title, (B) are in response to coercion against the proposed recipient or donor, or (C) would endanger Armed Forces of the United States which are engaged in hostilities or are in a situation where imminent involvement in hostilities is clearly indicated by the circumstances; or (3) the importation from any country, or the exportation to any country, whether commercial or otherwise, regardless of format or medium of transmission, of any information or informational materials, including but not limited to, publications, films, posters, phonograph records, photographs, microfilms, microfiche, tapes, compact disks, CD ROMs, artworks, and news wire feeds. (a) The duty-free de minimis exemption provided under 19 U.S.C. 1321(a)(2)(C) shall no longer apply to any shipment of articles not covered by 50 U.S.C. 1702(b), regardless of value, country of origin, mode of transportation, or method of entry. Accordingly, all such shipments, except those sent through the international postal network, shall be subject to all applicable duties, taxes, fees, exactions, and charges. International postal shipments not covered by 50 U.S.C. 1702(b) shall be subject to the duty rates described in section 3 of this order. Entry for all shipments that — prior to the effective date of this order — qualified for the de minimis exemption, except for shipments sent through the international postal network, shall be filed using an appropriate entry type in the Automated Commercial Environment (ACE) by a party qualified to make such entry. (b) Shipments sent through the international postal network that would otherwise qualify for the de minimis exemption under 19 U.S.C. 1321(a)(2)(C) shall pass free of any duties except those specified in section 3 of this order, and without the preparation of an entry by U.S. Customs and Border Protection (CBP), until such time as CBP establishes a new entry process and publishes that process in the Federal Register.
