There's a major legal hurdle. How do you get round Art 9 of the Treaty on European Union to suit 3rd country citizens?

It's Spain's fault for not HUNTING US DOWN.
(All EU citizens need to register for 90 day+ stays and when the UK was a member hundreds of thousands didn't bother)
