This is bad, but also predictable and will be upheld in court. Yes, the FTC Act limits the President's removal powers to "cause" and SCOTUS upheld that in Humphrey's Executor (1935), but SCOTUS has also clearly signaled that it will no longer apply the case to the FTC...
