Answered my own question - this was about UAE dialog not NCQG (finance) which makes more sense. Many countries also opposed to where finance landed but seems that moved forward despite objections.

The problem remains without explicit fossil fuel focus we'll end up with energy addition, not energy transition. Renewable focus alone doesn't bend the emissions curve fast enough.

I would argue there hasn't been enough FF focus in things like IRA. "All of the above" won't get there.
