Yes and they were then imbalanced, if some councils elected in the PCC area had local elections but not all councils areas did (we had this last time in Thame Valley).

We had one polling station with a 5% turnout and some rural ballot boxes with only 7 or 8 votes per box

People had no real idea what a PCC was going to do. And i think that's still the case.

Yes i worked on those i think is was about 16% in Hampshire or at least it was in Test Valley where i worked.
