It's demonstrably not true. Expert C and C++ programmers routinely write code with memory bugs. The only codebases with almost none of them are ones that are so old that all the issues have manifested a bugs that got fixed.

There are several safer Cs. I expect ultimately C will absorb one of these into its standard. However, if you want safe code *today*, you (re-)write it in Rust.

I agree. However, it isn't a quick job either cloning or porting legacy systems to Rust. And there isn't a process for funding it. More importantly, the constant stream of bugs and exploits due to using C and C++ do not lead to penalties, so tech companies largely don't care.
