A recent study found evidence that Trump officials used the exemption process to reward supporters and punish opponents—i.e an increase in contributions to the GOP raised the likelihood of receiving an exemption, while contributions to Dems decreased chances of winning a lucrative exemption.

My guess is there was a variety of internal research pieces that suggested this would be beneficial and desirable to users, yet it posed a perceived risk to some KPI and was shelved or ignored. But when real world consequences hit, the CEO posts on socials saying they are going to try some things.
