I can see a way in which it's both — Hush as the main villain, but Court of Owls as the shadowy group behind the scenes pulling his strings or whatever — that could make Hush more interesting than he would seem on paper... like Reeves did with Riddler.

fwiw I think it's more his campaign that captured national attention and he'll probably fade a bit from the spotlight, until moments when the city is thrust back into the national conversation for whatever reason.

I think it's: A) off-year elections so there's fewer races to put much stock in. B) very classic underdog campaign and the fact that it galvanized so many NYC voters is reflective, somewhat, of some national trends. C) he was running against a formerly major national Democratic establishment figure.
