Several parties expressed openness to doing this through a "cover decision".

AILAC called it a "Mutirao implementation package" that could include an NDC response coupled with the provision of finance.

LDCs also called for a Mutirao text that would bring all items together.

Europe’s methane regulation sets a high benchmark for stamping out emissions across energy products and supply chains. The pushback from some suppliers and governments only confirms its impact. Holding firm is the precondition for any meaningful international cooperation. (6/6)

Finally, EU wants to discuss “reporting under Art 13”, which is where countries report their emissions and what they’re doing to cut them

Many developing countries have yet to do this as required…suspect this a way to put on them in response to calls for more finance…

LMDC proposal 2:

They also want to discuss "unilateral trade-restrictive measures" – such as EU's CBAM – which they say "increase cost of worldwide climate action" & "hinder" developing-country efforts. This has been around a while, but has never yet made it onto agenda.
